Second Chance Hiring Survey


The Local Government 2030 Promised Pathway Initiative envisions a local government workforce that is resilient, equitable, and inclusive by creating employment opportunities in the public sector for justice-impacted individuals.


Here’s what we know:


Local governments have a hiring problem - with 2022 job opening rates the highest they’ve been in 20 years.


There are more than 9.6M individuals released from incarceration each year who struggle to find work.


Here’s what we don’t know:


What are the real and perceived barriers to hiring justice-impacted individuals into local government organizations?


Are there bright spots where this work is already happening?


Is there an interest in building the capacity to hire justice-impacted individuals into local government?


What tools/policies/support would local government leaders need to do this work?
